Takeover of Ignalina NPP Infrastructure

As the new Visaginas NPP is going to be built on the territory of Ignalina NPP, it is advisable to use the infrastructure of Ignalina NPP which will be decommissioned at the end of 2009 as well as other infrastructure located in the industrial area such as equipment base, cooling water feed and discharge channels, steam boiler house, buildings for administration, electrical networks and other objects (see picture No. 1. Infrastructure in Industrial Area of Ignalina NPP).

Due to the fact that the possibilities of using the aforementioned infrastructure and equipment are to be analysed with respect to their age, interaction with Ignalina NPP decommissioning activities, requirements of certification, cost efficiency and various other aspects, in November 2008 the project Takeover of Ignalina NPP Infrastructure and Other Infrastructure Located in the Industrial Area was started. This project is primarily aimed at the implementation of the construction project of the new Visaginas NPP at a lower cost by using Ignalina NPP infrastructure and other infrastructure located in the industrial area. The entire project is due to be accomplished in 2012.

The takeover of Ignalina NPP infrastructure shall be conducted in three stages:

• During the 1^st stage, the description of the existent infrastructure is to be made, the list of infrastructure potentially suitable for the takeover is to be drawn up and the proposals regarding the infrastructure that may be taken over from INPP, the infrastructure that shall be used in the construction and installation stage of the new Visaginas NPP as well as the infrastructure that shall be used in its exploitation stage are to be submitted. During the first stage, which is currently implemented, the cooperation contract has been concluded with public entity Ignalina NPP, the framework for the description of infrastructure items has been prepared, the list of existent infrastructure has been drawn up and is further revised, the descriptions of Ignalina NPP infrastructure and other infrastructure in the industrial area to be taken over are collected. The first stage is due to be accomplished in autumn of 2009.
• During the 2^nd stage, it is to be ensured that potentially suitable infrastructure is preserved and is not lost during the decommissioning of Ignalina NPP, information required for making decisions related to the takeover is to be collected and the strategy on the actions of infrastructure takeover is to be developed.
• During the 3^rd stage, decisions on the takeover of specific items will be made, audits will be conducted, the plan for the takeover of infrastructure will be devised and the funding of the takeover will be ensured. After the contract with the technology supplier is concluded, the items taken over will be integrated into the structure of the new Visaginas NPP.
