Coordination of territorial planning documents

Territorial planning is a set procedure for the general spatial concept of developing a given territory: regulating the priorities of land use, environmental and historical monument protection as well as other conditions; forming the system of land, forest, water, residential areas, industry and infrastructure, regulating employment and determining the rights of natural and legal entities in the development of the territory.

The documents of territorial planning are the master plans, special plans and detailed plans in which information about the territories, land plots or their groups, needs and the conditions for their management and development have been set out both in writing and graphically.

In June 2007, the Nuclear Energy Department of Lietuvos Energija AB, which was then carrying out the preparatory stages of the new nuclear power plant project, initiated mandatory coordination and preparation procedures for the nuclear power plant, as set by the territorial planning documents.

The project objectives of coordination and preparation set by the territorial planning documents:

  1. To ensure that the spatial concept and the principles of use and protection of the territory set out in the complex territorial planning documents would not contradict the design and construction of Visaginas NPP.
  2. To prepare the territorial planning documents with the defined boundaries of the VNPP land plots, management and development structure of the territory, along with the trends, measures and requirements for the development of the territories necessary for the VNPP logistics infrastructure, their management and (or) protection.

In the ongoing Environmental Impact Assessment of Visaginas Nuclear Power Plant, two alternative sites for the construction and operation of the power plant are being surveyed; both of them are located on state–owned land administrated with possessory rights by the Utena County Governor’s Administration and presently assigned to the state enterprise Ignalinos Atominė Elektrinė by land-use rights. The exact territory for the construction and operation of Visaginas Nuclear Power Plant will be specified only after the completion of the Environmental Impact Assessment Procedures.

Based on the schemes of the alternative sites of Visaginas NPP, as well as on the solutions contained therein, the formation of the land plot (plots) necessary for the construction of Visaginas NPP and the initiation of the preparation processes of the relevant territorial planning documents will be undertaken.
