Business Model and Financing Plan
According to the Indicative Plan for the Development and Implementation of the New Visaginas NPP project approved by 22 April, 2009 Resolution No. 300 of the Government of the Republic of Lithuania, in early May the company “Visagino atominė elektrinė” announced a tender for selection of the consultant to assist in preparation of the new NPP business model and financing plan. The selection of a consultant and procurement of services were coordinated by a specially set up inter-institutional committee for public procurement consisting of the representatives from the Ministry of Energy, Office of the Government and energy companies. In June the committee announced that the winner of the tender for selection of the consultant to assist in preparation of the new NPP business model and financing plan is the international consortium, headed by the investment bank “N M Rothschild & Sons”.
In September, as laid down in the plan approved by Resolution No. 300 of the Government, the consortium completed the first stage of works by preparing and presenting the business model and financing plan for the new Visaginas NPP. After thorough technical and market analysis, and the financial assessment of the project, the business model developed by the international consortium evaluated opportunities for the construction of a new NPP in Lithuania.
The international consortium is expected to formulate Lithuania’s negotiating positions and an open international tender for the selection of a strategic investor is due to be announced by the end of this year. The final stage comprising the negotiations with potential partners and strategic investors, and signing of contracts with them is expected to be completed in 2010.
The implementation of the new NPP Project in Lithuania is supervised and evaluated by the New NPP Project Implementation Supervision Committee chaired by the Minister of Energy. The Committee was set up in line with 9th of September, 2009 Resolution No.1143 of the Government of the Republic of Lithuania.
